End-User License Agreement

This End-User License Agreement ("Agreement") is a legal contract between you ("User") and the Municipality of Balagtas, Bulacan ("LGU Balagtas") for the use of the Balagtas Alert mobile application and its companion website at balagtasalert.digigov.ph (collectively, the "App"). By installing, registering, or using the App you agree to be bound by the terms below. If you do not agree, uninstall the App and stop using the website.
1. License Grant
LGU Balagtas grants you a personal, non-exclusive, non-transferable, revocable license to install and use the App on a device that you own or control, solely for the purpose of reporting emergencies to LGU Balagtas, receiving local announcements and alerts, and accessing related civic services.
2. Eligibility and Account
- You must be at least 13 years old to register an account.
- You must provide accurate registration information and keep it up to date.
- You are responsible for keeping your password confidential and for all activity on your account.
- You agree to use the App only with a valid mobile number and email address that belong to you.
3. Acceptable Use
You agree NOT to:
- Submit false, misleading, or prank emergency alerts.
- Abuse, harass, or threaten dispatchers, responders, or other users.
- Share your account with others or impersonate another person.
- Attempt to reverse-engineer, decompile, or interfere with the App or the LGU Balagtas servers.
- Use the App to violate any local, national, or international law.
Filing a false emergency report is punishable under Philippine law. LGU Balagtas may suspend or terminate your account for any violation of this Agreement.
4. Emergency Service Disclaimer
The App is a supplementary reporting channel. It does not replace official emergency hotlines (such as 911) and does not guarantee that an emergency responder will arrive within a particular time. Response times depend on responder availability, traffic, weather, network conditions, and other factors outside LGU Balagtas’s control. In a life-threatening emergency, call your nearest emergency hotline immediately.
5. Permissions
The App may request the following device permissions:
- Location — to attach your GPS coordinates to alerts so dispatchers can route responders.
- Camera — to let you capture a photo of an emergency scene to attach to your alert.
- Photo library — to let you pick an existing photo to attach to your alert.
- Microphone — to take two-way voice calls from dispatchers.
- Notifications — to deliver announcements, alert status updates, and incoming-call ringing.
You may revoke any of these in your device settings at any time, but parts of the App may stop working.
6. Intellectual Property
The App, its source code, design, logos, and content are owned by LGU Balagtas and its licensors and are protected by copyright, trademark, and other Philippine and international laws. This Agreement does not transfer any of those rights to you.
7. Privacy
Your use of the App is also governed by our Privacy Policy, which explains what personal data we collect and how we use it. You consent to that processing by using the App.
8. Updates and Availability
LGU Balagtas may release updates, add features, remove features, or temporarily suspend the App for maintenance without prior notice. We will make reasonable efforts to keep the service available but do not guarantee uninterrupted access.
9. Termination
You may terminate this Agreement at any time by deleting your account from the App or by uninstalling the App. LGU Balagtas may terminate or suspend your account if you breach this Agreement or misuse the service. Upon termination, the license granted in section 1 ends immediately.
10. Limitation of Liability
To the maximum extent permitted by law, LGU Balagtas, its officers, employees, and contractors are not liable for indirect, incidental, consequential, or punitive damages arising out of your use of the App, including any delay in or failure of emergency response. Total liability is limited to the amount you paid to use the App, if any.
11. Governing Law
This Agreement is governed by the laws of the Republic of the Philippines. Any dispute will be filed in the proper courts of Bulacan, Philippines.
