Ordinance No. 01 · Public Safety

Anti-False Emergency Reporting

Imposes a fine and community service on any person who knowingly submits a false emergency report through the Balagtas Alert app, the 911 hotline, or any other LGU channel.

Ordinance No. 02 · Traffic Management

Anti-Obstruction of Public Roads

Prohibits the use of sidewalks, alleys, and right-of-ways for private parking, vending, or construction without a permit issued by the Municipal Engineering Office.

Ordinance No. 03 · Environment

Segregation at Source

Requires every household and establishment to segregate biodegradable, non-biodegradable, and recyclable waste in accordance with the LGU collection schedule. Violations may be reported through the Balagtas Alert app under "Garbage / Sanitation."

Ordinance No. 04 · Public Health

Anti-Smoking in Public Places

Bans smoking in covered public places including but not limited to public transport terminals, schools, government offices, healthcare facilities, and enclosed restaurants.

Ordinance No. 05 · Community

Anti-Noise Pollution

Restricts the use of high-volume sound systems, videoke machines, and construction equipment within residential barangays between 10:00 PM and 6:00 AM, except during officially permitted fiestas and civic events.

Ordinance No. 06 · Business Permits

Mayor's Permit and Sanitary Permit Required

All businesses operating within Balagtas must secure a Mayor's Permit from the Business Permits and Licensing Office and a Sanitary Permit from the Municipal Health Office before commencing operations and annually thereafter.

Ordinance No. 07 · Disaster Risk

Mandatory Evacuation During Red-Alert Weather

When the Municipal Disaster Risk Reduction and Management Office (MDRRMO) raises a red-alert weather warning, residents in identified flood-prone barangays are required to proceed to the nearest designated evacuation center.

  1. Open the Balagtas Alert app.
  2. Tap the corresponding emergency button (Police, Traffic, Garbage, Engineering, etc.).
  3. Optionally attach a photo of the violation using the in-app camera or photo library.
  4. Submit the report. A dispatcher will receive your alert with your location and contact details.
