Privacy Policy

This Privacy Policy describes how the Municipality of Balagtas, Bulacan ("LGU Balagtas", "we", "our", or "us") collects, uses, and shares personal information when you use the Balagtas Alert mobile application (the "App") and the website at balagtasalert.digigov.ph. By using the App, you agree to the practices described below.
Information We Collect
- Account information: name, gender, date of birth, home address, barangay, contact number, email address, and a profile photo or valid government ID image that you submit when you register.
- Emergency alert content: the alert type you report (ambulance, fire, police, road, traffic, garbage, CSWD, health, engineering, or other), any text remarks you attach, and any photo you capture with the in-app camera or pick from your photo library.
- Location data: precise GPS coordinates at the moment you submit an alert, so dispatchers can route responders to the correct location. We also collect approximate location when you load the live traffic and live weather maps.
- Voice call audio: when an emergency dispatcher returns your call inside the App, your microphone is used to transmit two-way audio for the duration of the call.
- Device identifiers: Firebase Cloud Messaging (FCM) push notification token, device model, OS version, and app version, used to deliver alerts and announcements.
How We Use Your Information
- Route emergency reports to the appropriate LGU Balagtas response unit.
- Allow dispatchers and first responders to contact you by chat or voice call.
- Send local announcements, traffic updates, and weather alerts.
- Authenticate your account and recover access if you forget your password.
- Maintain LGU records of emergency incidents for audit and legal purposes.
Camera and Photo Library
The App requests camera access only when you tap "Take Photo" while filing an alert. Captured photos are attached to that alert and uploaded to LGU Balagtas dispatchers. The App requests photo library access only when you tap "Choose Photo" while filing an alert, and it only reads the photo you select. We never scan your library in the background.
Location
Location is only sampled while the App is open and is sent to LGU Balagtas only when you submit an alert or load a live map. We do not track your location in the background.
Sharing
We do not sell your personal information. We share alert content, location, and contact details with LGU Balagtas dispatchers, responders (police, fire, ambulance, CSWD, health, engineering, barangay units), and, when required by law, with Philippine law enforcement agencies.
Data Retention and Deletion
You can delete your account at any time from inside the App by tapping Delete Account in the side drawer. Once you confirm, your account credentials, profile photo, government ID image, contact details, address, location history, registered push-notification tokens, and family links are permanently removed from our systems. Emergency-alert records you submitted are anonymized (no name, email, address, or contact number) and kept only for LGU audit and legal recordkeeping. You may also email support@appcase.net to request account deletion.
Your Rights
- Access the personal data we hold about you.
- Correct inaccurate or incomplete information.
- Delete your account and associated personal data (see above).
- Withdraw consent for non-essential data collection.
Children
The App is not intended for children under 13. We do not knowingly collect personal information from children under 13.
Changes to this Policy
We may update this Privacy Policy from time to time. The "Last updated" date at the top of this page reflects the most recent revision. Continued use of the App after a revision means you accept the updated policy.
